Why the government announced a petrol subsidy

Petrol prices in Pakistan climbed sharply through 2026 because of the conflict in the Middle East and disruption to oil shipping. By mid-September 2026 petrol was selling at around Rs376 to Rs380 per litre, and the government had moved to daily price reviews. To protect low-income commuters, the Prime Minister announced a targeted Rs100 per litre relief on 13 September 2026 instead of a general price cut.

The scheme started in Islamabad on 15 September and went live across the country, including Azad Jammu & Kashmir and Gilgit-Baltistan, at 11:59pm on 16 September 2026.

Who is eligible for the petrol subsidy

  • Motorcycles, rickshaws and Qingqis (two and three-wheelers) registered on or after 1 January 2006.
  • Cars with engines up to 800cc registered on or after 1 January 2006. The registered owner must be present at the pump with their CNIC.
  • You must send the SMS from a SIM registered on your own CNIC.
  • Only one vehicle per person can get the relief.

When the scheme launched, two and three-wheelers had to be registered in 2011 or later. On 18 September 2026 the Prime Minister widened this to vehicles up to 20 years old, so bikes, rickshaws and Qingqis registered from 2006 onward now qualify.

Not covered: cars above 800cc, diesel vehicles (the relief is on petrol only), commercial vehicles such as trucks and buses, and anyone trying to claim for more than one vehicle.

How much petrol subsidy you get each month

VehicleValue of one tokenToken valid forTokens per monthMaximum relief per month
Motorcycle, rickshaw, QingqiRs500 (no litre limit)7 days4Rs2,000 (about 20 litres)
Car up to 800cc10 litres at Rs100 off (Rs1,000)10 days3Rs3,000 (30 litres)

At first each bike token covered exactly five litres. Since 19 September 2026 a two or three-wheeler token is simply worth Rs500, whatever quantity you buy. For example, if two litres of petrol cost Rs780, you pay Rs280 after using one token.

Petrol subsidy registration through 9771: step by step

  1. Keep your CNIC and your vehicle’s registration book or smart card in front of you.
  2. Open a new text message on the phone whose SIM is registered on your CNIC.
  3. Type the message in this format:
    REG <CNIC> <Vehicle number> <Province code> <Registration date>
  4. Write the CNIC as 13 digits without dashes, and the registration date as DDMMYYYY (for example 15032018 for 15 March 2018).
  5. Send it to 9771. The SMS is free.
  6. Wait for the confirmation message. Once you are registered you do not need to send REG again.

Example (dummy numbers): REG 3520212345671 LEB1234 P 15032018

Use the code of the province where your vehicle is registered, not where you live now.

How to get a petrol subsidy token

  1. Before going to the petrol pump, send TOK to 9771.
  2. You receive a token number by SMS.
  3. The token stays valid for 7 days for two and three-wheelers and 10 days for cars up to 800cc.
  4. You cannot get a new token while your current one is still active. Use it first, or wait until it expires.

Using the token at the petrol pump

  1. Tell the attendant you want fuel under the PM Fuel Relief Scheme and show your token SMS.
  2. The attendant enters your vehicle number and token in the station’s verification app.
  3. The Rs100 per litre discount (or the Rs500 bike token) is applied to your bill.
  4. You receive a confirmation SMS after the transaction.

Car owners must be present in person with their CNIC. In areas without internet, the government has approved token redemption by SMS at listed stations. The State Bank of Pakistan settles fuel station claims within 24 hours, so stations on the system have no reason to refuse a valid token.

Provincial petrol subsidy schemes in Punjab and Sindh

Before the federal scheme, two provinces launched their own motorcycle fuel support in April 2026. These are separate from the 9771 scheme, so check their current status with the provincial department before applying.

  • Punjab: Chief Minister Maryam Nawaz announced Rs2,000 a month for registered motorcycle owners and Rs100 off per litre for up to 20 litres a month, and scrapped bike registration and transfer fees. Applications were taken through helpline 1000, the Maryam Ko Batayn app and the official portal. See more on our Punjab schemes page.
  • Sindh: The People’s Motorcycle Fuel Subsidy Programme, launched on 6 April 2026, pays Rs2,000 a month into the bank account of the registered bike owner. You apply on the Sindh Excise & Taxation online portal with your IBAN. The Sindh government extended it in May 2026. See our Sindh schemes page.

Problems and fixes

  • No reply or registration rejected: Check that the CNIC is 13 digits without dashes, the vehicle number matches your registration book, the province code is correct and the date is in DDMMYYYY format. Then send REG again.
  • SMS from a family member’s phone failed: The SIM must be registered on your own CNIC.
  • “Already registered” reply: You do not need to register again. Send TOK to get your next token.
  • Cannot get a new token: Your previous token is still active. Use it or wait for it to expire.
  • Vehicle not eligible: The vehicle may be registered before 2006, or the car may be above 800cc.
  • Pump refuses the token: Try another station on the system or ask at the nearest facilitation camp.

Beware of fake petrol subsidy websites and calls

Many websites and apps now use the words “petrol subsidy apply online”. Official announcements describe registration only through SMS to 9771, and it is free. Do not pay anyone to register you, and do not share your CNIC, tokens, OTP codes or bank details with callers who say they are from the scheme. The government has also warned the public not to share personal information.
