What is the Benazir Hari Card?

PPP Chairman Bilawal Bhutto Zardari launched the Benazir Hari Card on 14 October 2024. The idea is simple: instead of giving subsidies to fertiliser companies or dealers, the Sindh government pays registered farmers directly through a card linked to a bank account. The cards are issued through Sindh Bank.

When online registration opened in February 2025, the government said the card would be used for subsidies on seed, fertiliser, pesticide and machinery, as well as crop insurance, interest-free loans and help after natural disasters. So far, the main payments made through the card have been fertiliser support for wheat growers.

Sindh Wheat Growers Support Program 2026

On 11 October 2026, the Agriculture Department published the details of the 2026 wheat programme. It is meant to reduce the burden of higher DAP prices expected in the coming Rabi season.

PointDetails
SubsidyRs4,000 per acre to buy DAP, based on the area sown with wheat
Land limit1 to 25 acres in total. Owners of more than 25 acres are not eligible.
Extra supportRs2,000 per maund for farmers who deliver wheat to the Sindh Food Department
Payment methodAll subsidy payments through the Benazir Hari Card
Already registered farmersNo need to register again
New farmersRegister through the area Field Assistant with original CNIC and Form VII

Under the 2025 programme, registered farmers with 1 to 25 acres received help equal to one bag of DAP and two bags of urea per acre. By December 2025, more than 17,000 farmers in Mirpurkhas district alone had registered for that programme, according to APP.

Example: how much you could receive

The DAP subsidy is worked out on the area you sow with wheat. A farmer who sows 10 acres of wheat would be due 10 x Rs4,000 = Rs40,000. A farmer with 25 acres under wheat would be due Rs100,000, which is the most possible under the 25-acre limit. The Rs2,000 per maund support for wheat delivered to the Food Department is separate and depends on how much wheat you sell to the government.

Benazir Hari Card eligibility

  • You farm land in one of the districts of Sindh.
  • Your total land is between 1 and 25 acres, and your land record can be verified by the Revenue Department (Form VII).
  • You have a valid CNIC and a mobile number.
  • You can open or provide a bank account for payments.

If your CNIC has expired, renew it first, because the form asks for the issue and expiry dates. Our NADRA online services guide explains how to renew a CNIC through the Pak-ID app.

How to register for the Benazir Hari Card

There are two ways to register. Farmers who are comfortable online can use the portal, while others can go through the Field Assistant of the Agriculture Department in their area.

  1. Open benazirharicard.gos.pk and click BHC Registration.
  2. Fill in your personal details: name, father or husband name, surname, CNIC number with issue and expiry dates, and mobile number.
  3. Select your district, taluka, union council, tappa, deh and village.
  4. Enter your land and asset details, your sources of income and your bank account details.
  5. Upload the documents asked for, such as your CNIC and land record, then submit the form.
  6. Your land record is then verified by the Revenue Department before you can receive payments.

For the 2026 wheat programme, new farmers can also register directly through their area Field Assistant by showing their original CNIC and Form VII.

How to check Benazir Hari Card status

The Agriculture Department has not published a separate SMS code for checking status. To follow up on your registration or payment, use one of these options:

  • Call the helpline listed on the official portal, 0311-1646111, during office hours (Monday to Friday, 9am to 5pm).
  • Visit the Field Assistant or the district agriculture extension office for your area. The portal also has a list of district officers.
  • Check with Sindh Bank if your card has been issued but you have not received a payment.

Common problems and fixes

  • Land record not verified: make sure your name in the Form VII matches your CNIC exactly. Ask the Revenue Department or the tapedar to correct any mistakes.
  • More than 25 acres: owners with more than 25 acres in total are not eligible for the wheat subsidy, even if only part of the land is under wheat.
  • Registered in 2025 but not sure for 2026: the department says farmers already registered do not need to register again.
  • Tenant farmers: the form asks for owner type, so tenants should ask their Field Assistant whether they can be included for the current programme.

Avoid fraud

Registration for the Benazir Hari Card is free. Do not pay agents who promise faster approval, and never share your card PIN or OTP with anyone. Use only the official portal address ending in gos.pk.

Other support for Sindh families

The Hari Card is only for farmers. Low-income families in Sindh can also check federal support under BISP on our 8171 web portal guide and the latest BISP new payment update. Punjab has a similar farmer card, described in our Maryam Nawaz scheme guide, and all provinces are covered in our list of government schemes in Pakistan.
