BEEF scholarships for Balochistan students

The Balochistan Educational Endowment Fund is the province’s main scholarship body. It runs regular scholarships each year and several Chief Minister’s scholarships. Most BEEF scholarships are not applied for individually. Your institution sends a merit list and verified forms to BEEF.

Out of Province Scholarships Scheme

BEEF’s homepage says this scheme is open. It is for Balochistan-domiciled students enrolled in public sector institutions elsewhere in Pakistan, in BS professional programmes, Masters or MS and MPhil.

  • At least 60% marks or a GPA of 3.0, and your name on the merit list your institution sends to BEEF.
  • Students of private institutions and students already receiving another scholarship are not eligible.
  • Apply through the focal person or financial aid office of your institution. BEEF does not accept individual forms for this scheme.
  • Documents: transcript or annual result, local or domicile certificate, CNIC or B-Form, and two passport-size photos.

Scholarships within Balochistan

Partially funded annual scholarships go to students in Balochistan institutions, from first professional year to MS and MPhil. You need a GPA of 3.0 or 60% marks (45% or 2.5 GPA under the special quota), at least 75% attendance and no failed papers. Some slots are kept for students from other provinces studying in Balochistan. The form must be verified by your head of department or institution.

Shaheed Benazir Bhutto scholarships for district toppers

These fully funded scholarships cover two years of intermediate (or the first year of DAE) for the top 10 Matric students of each district: five boys and five girls. With 36 districts, that is 360 places. Students need at least 60% marks from a government school in Balochistan, through the Balochistan Board or the Federal Board, and must keep 60% to continue. The 2026 form, based on 2025 Matric results, is on the BEEF website. You can check Matric results on our BISE Quetta result guide.

CM Merit Foreign Scholarship for PhD

This fully funded scholarship covers tuition, living costs, health insurance, airfare and visa fees for a PhD at a university in the QS world top 100. Applicants must be Balochistan residents aged 40 or under, with at least 60% marks throughout their studies and an unconditional offer letter. Serving public sector faculty and civil servants cannot apply, and selection includes a BEEF aptitude test. The current advertisement gives a closing date of 30 April 2027.

BEEF also lists scholarships for Sadiq Public School, the Oxford Pakistan Programme, transgender students, children of civil martyrs and DAE students. Each has its own page on beef.org.pk.

Youth programme with interest-free loans

On 8 October 2026, Chief Minister Sarfraz Bugti spoke at a ceremony for the Resilience, Integration and Socio-Economic Empowerment Programme. It is funded by the provincial government and run with the Balochistan Rural Support Programme (BRSP) and the Industries and Commerce Department. Young people from Kech, Gwadar, Panjgur and Kharan receive training, business support, mentoring and interest-free loans. The Chief Minister said the programme will be extended to the whole province and that Rs3 billion has been set aside for youth initiatives this year.

Loan amounts and application dates have not been published. If you live in one of these districts, ask the Industries and Commerce Department or the BRSP office in your district about the next intake.

Women Entrepreneurship Development Program

In July 2026, 500 women completed the first phase of the Balochistan Women Entrepreneurship Development Program, run under the Women Development Department. Participants were trained in business skills, marketing, business planning and digital tools for self-employment. The Chief Minister said similar programmes will be expanded, but no date for the next phase has been announced.

Solar tubewells for Balochistan farmers

The federal government and the Government of Balochistan are running a joint project to move about 27,000 agricultural tubewells from grid electricity to solar power. In January 2025, the Federal Energy Minister told the National Assembly that more than 3,000 tubewells had already been solarised. Officials said payments are made to farmers and the scheme is carried out district by district, with third-party checks to stop old grid connections from being restored.

Farmers whose tubewells are part of the project are contacted through the district process. Progress figures for 2026 have not been published in one place, so contact your district administration or agriculture office for the position in your area.

How to apply safely

  1. Find the scheme that fits you in the table above.
  2. For scholarships, speak to the focal person or financial aid office at your school, college or university first.
  3. Download forms only from beef.org.pk or the official department website, and type the address yourself.
  4. Keep copies of your domicile, CNIC or B-Form, results and photos ready.
  5. Never pay an agent. Call the department or BEEF office if anyone asks for a fee.

Federal support for Balochistan families

Families in Balochistan can also receive federal support. BISP Kafaalat payments are checked through 8171, explained in our 8171 web portal guide and the latest BISP new payment update. For schemes in other provinces, see our full list of government schemes in Pakistan.

Common problems and fixes

  • Institution has not sent your name to BEEF: ask the focal person to include you in the merit list before the institution’s own deadline.
  • Private university student: the Out of Province scheme is only for public sector institutions, so check whether another BEEF scheme fits you.
  • Domicile or CNIC address outside Balochistan: most schemes need a Balochistan domicile, and the PhD scheme also needs a Balochistan address on the CNIC.
  • Already on another scholarship: BEEF schemes do not allow two scholarships at the same time.
