What is the Parwaaz Card?
Many workers get a job offer from the Gulf or elsewhere but cannot pay the costs needed before they fly. They often borrow at high interest or sell family assets. The Parwaaz Card pays these pre-departure costs with an interest-free loan, so the worker can start the job and repay from salary.
How much loan can you get?
The loan ranges from Rs300,000 to Rs1 million. The exact amount depends on the approved costs of your overseas job, such as:
- Visa processing, visa stamping and visa fees
- Medical tests
- Protector of Emigrants fee
- Air ticket
- Skill verification or trade test charges
- Fees of licensed Overseas Employment Promoters (OEPs)
Who is eligible?
- Permanent resident of Punjab.
- At least 18 years old.
- Valid CNIC.
- A verified job offer letter from a foreign employer.
- Offered salary below SAR 5,000 per month or its equivalent in another currency.
- Men and women can apply, including skilled, semi-skilled and unskilled workers.
Documents required
- CNIC
- Job offer letter from the overseas employer
- Medical certificate
- Skill verification certificate
- Payment receipts (uploaded later, after paying visa, OEP and travel costs)
How to apply for the Parwaaz Card
- Go to parwaaz.psdf.org.pk and register, or apply through a registered Overseas Employment Promoter.
- Enter your personal and job details and upload your job offer letter.
- Upload your medical and skill verification documents.
- PSDF reviews your application and tells you whether it is accepted.
- Visit the designated Bank of Punjab branch to complete the loan application.

- The remaining 80% is used to pay for visa stamping, visa fees, OEP charges and air tickets; upload the receipts on the portal.
- Complete the compulsory pre-departure training before you travel.
Pre-departure training
PSDF requires training before departure. It covers soft skills, cultural orientation, financial literacy and workplace readiness so that workers settle into overseas jobs faster. Sectors include construction, healthcare, hospitality, logistics and manufacturing.
Repayment
The loan is interest-free. PSDF’s scheme page does not publish the instalment schedule, so ask the Bank of Punjab branch for the repayment period and monthly instalment before you sign. Repaying on time keeps your credit record clean in Pakistan.
Avoid fake agents
- Apply only on parwaaz.psdf.org.pk or through a licensed OEP.
- Check your OEP’s licence with the Bureau of Emigration & Overseas Employment before paying anything.
- Do not give money, your passport or original documents to unverified people who promise a Parwaaz loan.
