What is the Livestock Card?

Feed is the biggest regular cost for small farmers who raise calves for milk or meat. The Livestock Card works like a debit card loaded with a feed loan. You use it at registered feed dealers to buy wanda, silage and mineral mixture, and you can withdraw part of the amount in cash. Because the government pays the interest, you only pay back what you borrowed.

The aim is to fatten animals faster, raise milk and meat production and keep farmers away from high-interest informal lenders.

How much loan can you get?

The loan is calculated at Rs27,000 per animal. Livestock Department details for the scheme say farmers with 5 to 20 eligible animals can apply, so the limit works out roughly as follows:

Eligible animalsApproximate loan
5Rs135,000
10Rs270,000
15Rs405,000
20Rs540,000 (maximum)

The final amount depends on how many of your animals are registered and verified by the Livestock Department.

Who is eligible?

Based on official briefings and Livestock Department details for the scheme, you should:

  • Be a resident of Punjab with a valid CNIC.
  • Have an active mobile SIM registered in your own name.
  • Own the required number of eligible animals (cattle or buffalo calves and young stock), registered and verified by the Livestock & Dairy Development Department.
  • Be registered as a farmer in your own name.
  • Have a clean credit history with no defaults on earlier government loan schemes (checked through the credit bureau).

Farmers who repaid their earlier Livestock Card loan must apply again, but officials have said they will get preference.

How to apply for Livestock Card Phase 2

  1. Get your animals registered (tagged) with the Livestock Department if they are not already. Tagging is free under the scheme.
  2. Apply online on the Punjab Livestock portal (plc.punjab.gov.pk) with your CNIC, mobile number and animal details.
  3. If you need help, visit your nearest government veterinary hospital or a Livestock Department facilitation centre, or call 0800-09211.
  4. The department verifies your CNIC through NADRA, checks your credit history and verifies your animals.
  5. If you are approved, you receive your Livestock Card along with instructions for using it.

In the first phase (2024), farmers applied by sending an SMS in the format “PLC CNIC-number” to 8070. Before using SMS for the current round, confirm on the helpline that SMS applications are open.

How to use the card

  • Buy wanda, silage and mineral mixture from feed dealers registered with the scheme.
  • Withdraw up to 25% of your approved loan in cash at an ATM for other farm expenses.
  • Keep your card PIN private. Dealers and officials never need your PIN.

Repayment

You repay only the amount you borrowed; the Punjab government covers the interest. Repayment terms have changed between rounds: in the first phase the loan ran for four months with a one-month grace period, while a later round gave a six-month use period with repayment starting in the seventh month. Confirm the schedule for your card when it is issued, and repay on time so that you stay eligible for future rounds.

Results of the first phase

  • 96% loan recovery rate.
  • 23,312 Livestock Cards prepared.
  • Women farmers registered rose from 90 to 1,107.

Beware of fake Livestock Card offers

  • Apply only through the official portal, a government veterinary hospital or helpline 0800-09211.
  • Registration and animal tagging are free.
  • Do not pay agents who promise a guaranteed loan.
